The Amazonas Legislative Assembly (Aleam) hosted the second edition of the Innovative Security seminar on Thursday (May 23) and Friday (May 24), organized by the Public Security Commission, chaired by State Deputy Comandante Dan (Podemos), with the support of the Board of Directors. The two-day program featured lectures and panels presented by various Brazilian public security professionals, such as the coordinator of the Public Security and Territories sector at the Arq. Futuro de Cidades Laboratory, from the Institute of Education and Research (Insper), and the Federal Police agent, Humberto Freire de Barros, current director of the Amazon and Environment at the institution. Lieutenant Cícero da Silva, responsible for command and control operations at the State Department of the Environment (Sema), spoke about the “Amazon Environmental System” and the challenges of preserving the 42 conservation units in the state. “Environmental crimes in conservation units range from mineral extraction, fishing, deforestation, land invasion, and, on the other hand, drug trafficking. The actions of factions that control drug trafficking are increasingly influencing the increase in environmental crimes in the Amazon, such as deforestation, land grabbing, mining in indigenous lands, and illegal logging,” he enumerated. The director of the Department of Organized Crime Repression (DRCO), Civil Police delegate of Amazonas, Mário Paulo Teles, spoke about the challenges faced by the agency in combating organized crime, hindered by the continental size of Amazonas. Federal delegate Camila de Oliveira gave a lecture on “Preservation and Environmental Protection of the Amazon” and exposed the major problems faced due to the trafficking of wild animals in the region, such as ornamental fish, turtles, and birds. “These animals are the main targets of trafficking, including for consumption throughout the Legal Amazon. Unfortunately, environmental legislation is very lenient. For example, the zebrafish costs an average of 800 dollars on the foreign market, and this trafficking carries a penalty of 6 months to 1 year plus a fine. And traffickers sell about a thousand fish at once. It is a highly lucrative crime,” she lamented. The Chief of Staff of the Military Police of Santa Catarina, Colonel Jaílson Aurélio Franzen, presented the lecture “From traditional to transformative: PM innovation strategies for the preservation of public order, an evolutionary 5.0 perspective.” According to the colonel, the work of preserving public order is based on the general systems theory, in which everything is interconnected. “We try to convey this idea that innovation and technology should be used to reduce crime and criminal activities. Security is not only made by the police, there are several instruments,” he explained.
